Ontario Permitted Alcoholic Beverages on Pedal Pubs

Ontario is giving the green light to pedal pubs—multi-passenger, pedal-powered tour vehicles—to serve alcoholic beverages starting this summer. This change marks a major step forward in the province’s approach to tourism and small business support.

As of July 1, 2025, operators of pedal pubs in cities like Toronto, Ottawa, Niagara-on-the-Lake, and Windsor will be eligible to apply for a license through the Alcohol and Gaming Commission of Ontario (AGCO) to sell and serve alcohol on board.

This move expands on the province’s existing 10-year pedal pub pilot project, which was launched in 2022 without alcohol service.

Key Initiatives:

  • Alcohol Sales Now Permitted on Pedal Pubs: Licensed operators can serve alcoholic beverages to adult passengers while in motion, beginning summer 2025.
  • Boost to Tourism & Small Business: Aimed at driving tourism and economic activity, the initiative supports local businesses and job creation across Ontario cities.
  • Municipal Control Maintained: Local governments retain authority to regulate pedal pub operations, including setting routes, operating hours, and safety guidelines.
  • Part of Broader Alcohol Reforms: This change aligns with the government’s ongoing efforts to modernize alcohol sales, including expanding access to beer, wine, and cider in convenience stores and other retail locations.

These measures are part of the province’s larger commitment to creating more vibrant, accessible experiences for residents and visitors, while giving municipalities the tools to ensure safety and oversight.
